After typing in a description in the Edit XDF window and hitting apply, It will only save about 100 characters of it.

For an object or the XDF header? I can't reproduce this. Here's what I did (and an example of explicit repro steps, which helps a developer reproduce "bugs" that users find):
1) Load an XDF
2) Select the first item in the constant list and hit F2 to edit it
3) In the description field, type "12345678901234567890" repeatedly to make counting characters easy. Use copy and paste to make this go fast.
4) Enter around 200 characters (or the number of your choosing).
5) Hit apply
6) Save the XDF to file
7) Re-open the XDF
Edit the same item
Notice that all characters were persisted and re-loaded.
9) Execute these steps for the XDF header (Ctrl + F2).

I just tested it like you said and I just now realized it only happens in the Functions, the Tables and Constants seem to save it ok.
-Edit- I also just tried it on the XDF Header as you asked, it worked, but It loses the last character unless you add a space behind it ( a bug metioned elsewhere in this Forum).
