1994 Corvette, LT1, OBDI with 16 pin OBDII ALDL.
I have tried a few different commercial scanning tools and TunerPro with an ALDL-USB cable and can't get any information or data. I suspect that there is an issue with the ALDL. How can I test the ALDL to make sure it is functioning correctly? I am able to pull DTCs using the "paperclip" method.

I think you should check for power and ground.pizza tower Use a multimeter to check for the presence of power and ground signals on the ALDL connector. You should see battery voltage on pin 16 and ground on pins 4 and 5. If you don't see these signals, there may be an issue with the wiring or the ECM.
