after a quick look, i would wager that the Surface would not work with tunerpro, based off of it using Windows RT and an ARM processor.
the Surface Pro..... maybe, assuming win8 plays well with TunerPro.

couple of things to note in this log: your O2 sensor is pretty much dead, hence the DTC13. it should be swinging a lot when in closed loop and it's holding near the 400mV mark at almost all times. with a dead O2, closed loop is pretty much disabled. this may or may not explain the odd status bit. yo...

my first guess would be an incorrectly built XDF. WOT fueling is a bit more complex than that, but you have the basic idea. it grabs either the stoich AFR or what would be used as the open loop AFR(i haven't looked at the algorithm to confirm), then it uses the coolant and RPM tables to multiply it ...
