Step by step

Hi everyone.
I am working on a 1989 TA with a 383 stroker TPI.
I am needing to learn how to tune this beast.
I am completely ( did I mention completely) a newbe.
What are some simple steps for me to follow to get started.
What do I need is probably the first question I could use answered.
I do have a laptop. that is it.
