Is there more than one fuel map and therefore the one you are changing is not being used by the ecu?

Ok, so two things come to mind; are you in closed loop or are there other maps that you have not got access to?

well it will be in closed loop because the o2 is cycling were i tried to change the idle afr to lean it out but it stays right on 14.7-14.8 ! and the 4 maps are the only ones i know of ?

What vehicle? If it's in closed loop, changing the fuel map may not affect anything, as the ECM will trim out your change.

Change something more "noticeable" such as the idle speed map. See what happens with that.

If it is in closed loop fuelling then the ecu will typically not use fuel maps and will target stoichiometric.
