Oddball 1997 EEC-V 2 bank bin file

I'm trying to determine if, just as simple as it is to extract the 2-bank bin file from the 1997 EEC-V bin file with The Moates QuarterHorse device and TunerPro RT software, Can I "write" flash back to the chip in the pcm since it is of the OBD2/EEC-V class of FoMoCo pcms?
