1995 Corvette Cooling Fan issues

I am new at this. I would like to know if this TunerPro will help me trouble shot my son's 95 Vette Cooling Fan issues (Fan will not kick on. I have traced back to the pcm. I would also like to set the setting to a lower tempature so that the car will run cooler. Any help would be great.
